HC sets aside impugned transfer order
ITANAGAR, Jun 27: The Gauhati High Court, Itanagar Permanent Bench has set aside the impugned transfer and posting order issued on April 11, 2013 whereby the petitioner K K Hazarika, an EE of rural work department, has been transferred from Changlang division to Pasighat division.

ALSU reacts
ITANAGAR, Jun 27: Arunachal Law Students’ Union (ALSU) has reacted to the clarification given by the director of rural development department regarding appointment of Joint Director (Agri and Allied).
Terming the departmental clarification as fabricated and false, ALSU in a release today said that there is no recruitment rule in place for the said post in the Department of RD and there are already two Joint Directors in the Department since last 10 ten years. Why the Government has appointed the Joint Director Agri & Allied to deal with schemes like MGNREGA/IAY/IWMP etc. when there are two regular Joint Directors (RE) of RD Department, it questioned.
Good numbers of officer including Deputy Directors are posted at the Directorate to deal with the schemes and they are manning efficiently. Hence induction of extra officer from outside for dealing with IWMP/MGNREGA is not necessary, it claimed and said that the appointment was made in violation of govt norms.

ITANAGAR, Jun 27: Training on scientific management of sweet orange for higher yield and scientific management of composite fish farming was organized by Krishi Vigyan Kendra (KVK), Lower Subansiri district today.
The Subject Matter Specialists in horticulture and fisheries trained the farmers on their respective subject and the key issue of the training.
The SMS in horticulture educated the farmers on disease control measures in orange orchard. A demonstration for mulching in pineapple was also done by the SMS.

Taba Milka of Dera Natung Government College (DNGC) has emerged as over all topper in Bachelor of Arts (BA) 3rd year honours examination. She also topped in her honours Geography subject. Taba Milka hails from Balijan circle under Papum Pare district.
Rita Seal of DGNC and Sabiya Khatoon of JNC secured 2nd and 3rd position respectively in BA 3rd year examination results. Govt urged to contain drug menace
ITANAGAR, Jun 27: Amik Matai Society of Tezu has appealed to the State Govt. to initiate preventive and curative measures to curb the growing drugs, particularly opium, menace in Lohit district.
“The state government, the media and civil society should do everything possible to raise mass awareness about harmful effects of opium, alcohol and other illicit drugs and people involved in drug trafficking,” said AMS Secretary Ruzing Bellai.

PASIGHAT, Jun 27: A “Training of Trainers (ToT) on National School Safety Programme” organized by the District Disaster Management department of East Siang has got underway at District Institute of Educational Training (DIET) at Pasighat today.

He said that the people should learn a lesson from the states like Gujarat and Uttaranchal, which are suffering from ferocity of deluge.
The DC, who has acquired good knowledge on disaster preparedness, opined that schools are medium of spreading the knowledge on disaster management. He suggested the master trainers to conduct the trainings in “spice” and “interactive” manner.

Now, it has to create fifteen more trainers to impart training to as many as 200 school teachers in the district in next phase. ITANAGAR, Jun 27: A 15 days training for fish farmers of Tirap and Longding districts commenced at KVK, Deomali yesterday.
Organized by the department of fisheries, Tirap under National Scheme of Welfare of Fishermen, the training is being attended by 15 fish farmers of 12 villages of Tirap and Longding.
Both theory and practical sessions on different aspects of scientific and integrated fish farming will be conducted during the training.
Integrated fish farming, fish health management and fish seed production techniques were highlighted on the inaugural day through PowerPoint presentation by subject matter specialist (fisheries) of the KVK Dr.Rajdeep Dutta.
Tirap District Fisheries Development Officer Rup Narayan Pradhan, trained the farmers on scientific aspects of fish pond construction and management measures of semi intensive carp culture. He requested the farmers to learn the skills of scientific fish farming and work for making the districts self sufficient in fish production.

ZIRO, Jun 27: A large numbers of student complete their graduation in different subjects every year. But, majority of them are not lucky enough to land government jobs.
Some of the educated unemployed youth, who realize the limitation of job opportunities in Government agencies preferred to find an alternative line for himself and his livelihood. Some makes breakthrough with self employment and find more satisfaction than to Govt. job.
One educated unemployed youth, who decided to take up self employment rather than running from pillar to post to land govt. job is Taru Delyang, 26 of Hija village, Ziro. After doing his graduation (BE) in Electrical Engineering from BAMU, Aurangabad in Maharashtra in 2012, he preferred to become a freelance graphic designer. He has an extraordinary talent in graphic designing, especially with Photoshop and brought out many innovative arts and designing, out of which the sketch of an old Apatani woman in traditional look is found to be an impressive master piece. The sketch is not a drawing with lines, curbs or paint but artistically designed with alphabetic words carrying some stories of legend or with priestly words.
As it is a unique piece, his friends and well wishers suggest him to sell the masterpiece during celebration of 2013 Dree festival. He agreed and proposing to contribute 5% of the sell to ‘Mother’s Home’, a home for destitute, disable and old age, as charity. On asking, he told it took him 20 days to complete the sketch.

Floods: threat to urban settlements
The year 2013 will be a turning point in how governments around the world view the threat of floods in a new age of extreme weather events, predicted the Head of the UN Office for Disaster Risk Reduction (UNISDR).
In the wake of recent flash flood fury in Uttarakhand, UNISDR has stressed on the need for early warning systems and reduction of social vulnerability through land use planning and leadership at local government level.

flooding affecting millions of people's well-
According to UNISDR, flood management systems are a key to curb such catastrophes. It emphasized on the need for early warning systems, reduction of social vulnerability through land use planning and leadership at local government level.
UNISDR believes that floods are the single most widespread and increasing disaster risk to urban settlements of all sizes. About 250 million people have been affected annually by floods over the last ten years.
Major contributing factors to disastrous floods include poor urban planning which increases flood hazard due to unsuitable land use change; increases in paving and other impermeable surfaces. Poorly maintained drainage, sanitation and solid waste infrastructure are equally responsible.
Don’t set bad examples
Dear Editor,
Through your esteem daily I would like to draw the kind attention of all the Arunachalee fellows towards need for some deep introspection by people of our state. Here I refer 'Bad examples' to those people whose maximum acts set a bad precedent in the society and system. I have learned from our society that our old father narrates our ancient community war story with boastful manner and inculcate their children to glorify that old pattern of fighting.
These would be good for those days but for today's this is totally uncivilized and condemnable. Here, inculcating in boasting attitude is a bad example except if for national interest. However, we should deaf ear to such practices because our parents are illiterate.
But some agony and suspense in my mind is the condemnable act of some educated people whose act similar to that old parent's act of those days. Many educated people not teach their old father about civic life rather they follow their old father's unproductive activity of those ancient days.
Some bad examples I prefer to place are: the involvement of B.A, M.A graduate citizens in booth capturing incidence in recently conducted Panchayat election which violate the constitutional granted voting right. The involvement of the elite people in the same incidence; the more practice of corruption by the responsible officers; many types of encouragement given to criminal people by the MLA's and Ministers instead of giving safety measures to law abiding citizens; some organization and vested interest people for their penny end manipulatively mobilize the innocent people to perform barbaric act like extortion, fighting, threatening, unlawful protest against any developmental work or projects.
Yes, booth capturing and kidnapping of voters are common phenomena as we seen in other states or country but don't adopt such uncongenial culture. We Arunachalee are naturally peace loving people. For us, so and so practice generate more hatred; it does not suit for people and society. But repeated practice of such act may pose a danger like bad examples for our lovely Arunachalee.
Dear fellow citizens, think many times before you do these cited points. Keep in mind, whatever we are doing are being seen/heard by our younger brothers and sisters. Our all attitudes are imitated by our sons and daughters. When we ourselves do bad examples and become bad example then what education can we give them?
For this, everybody needs introspection whether our activities may set bad or good example for coming generation to follow.

The betterment of human society can be achieved by Eugenics.
Eugenics deals with the application of the laws for the improvement of human race. The science of eugenics can be defined as a science of well born improving the inborn qualities of race and obtaining better heritage by judicious breeding. This is a method through which we can improve the future generations by improving the germplasm of existing individuals.
For better type of development both good heredity and suitable environment are necessary. It is the responsible of every individual of the family to create a better environment for the children. Family is the first institute.
Methods of Eugenics
1. Negative

Negative Eugenics-
A) Statutory ban marriage among close relatives.
The hidden recessive deleterious traits can appear in the progeny in full view of both the parents carry them. The chances of both parents carrying hidden traits are more if they are close relatives. The close relatives also include brothers and sisters. Which result in defective genes in the offspring. In our society elderly people have an intention to maintain the trend of relationship so they encourage close relatives marriage which often results in the abnormal offspring but they never realized the fact, in fact they believe that it is the curse of God that transferred to their generation that their ancestors had committed sins long before.
B) Birth Control
People posseing more of undesired dysgenic traits should be encouraged to have small families.
C) Regulation of marriage should be maintained

Compensation business
Dear Editor,
Through the column of your esteemed paper I would like to highlight the regarding rampage claim of land compensation for Trans Arunarhal Highway project. The people are making business of compensation by submitting fake bill by showing barren land or mountainous area to be garden or plantation area. Our people should know that construction of Highway is a public policy and govt, should also strictly implement the National Highway Act 1956, inspite of land acquisition Act. The construction of Trans Arunachal Highway is also a National Project and financed by central govt. So, National Highway Act should be implemented and notify the area. Under section 3 G of the said Act clearly mentioned that 10 percent of the total amount of damaged will be paid as compensation money. So, Land Acquisition Act shall not apply for construction of Highway. It is heard that half of the total amount allotted for construction of highway money is being spend on payment of compensation. So. the state govt. should stop the payment of any compensation money for Trans Arunachal Highway and implement National Highway Act and pay only 10% of total amount claimed by individual for the greater interest of state and nation.
